Policies oriented towards the modernization of land security (land registration, land titling, cadastre systems, subdivision, land information systems) are often presented as a panacea for land insecurity and as a condition for socio-economic development through public formalization. The thesis argues, however, that modern land management techniques are marked by a bureaucratic and unilateral formalism. On the ground, these "depoliticized policies" propose technical solutions to agrarian problems that are political in nature.
