ANALISIS KINERJA APARATUR DALAM PEMBINAAN ANAK JALANAN DI DINAS SOSIAL KOTA SAMARINDA PROVINSI KALIMANTAN TIMUR

Abstract This research is motivated by strategic issues developing in the community which shows that the perfomance of employees in the construction of street children in Samarinda City is still considered less, seen from street children who still many roam the streets of Samarinda city and there are still some obstacles in the implementation of street children development. Therefore, this study aims to determine and analyze how the performance of Social Service officials in providing guidance to street children and what are the obstacles and also efforts to overcome them. The research method used is qualitative research method with descriptive approach. Informants that exist in this research is the employees of social services samarinda city obtained with purposive sampling technique and street children who follow the guidance by accidental sampling technique. Data collection techniques are done by direct interview with structured techniques, observation and document review. Then the data analysis technique used in this research is done by data reduction, data presentation and conclusion. Based on the result of the research analysis, it can be concluded that the employees performance in the construction of street children in Social Service of Samarinda City is still not optimally seen from the dimensions of quality, quantity, timeliness and effectiveness. Meanwhile, when viewed from the dimension of independence and commitment can already be categorized well. The obstacles that occur can be overcome by the efforts undertaken. Based on these conclusions, the researcher gives advice to the Social Service of Samarinda City, among others the need for re-evaluation on the performance of the employees, the improvement of the constraints that impede the performance of the employees and the re-evaluation related to the applicable regulations.
