Réhabiliter et ré-habiter le patrimoine bâti : analyse du rôle du projet d'architecture dans la construction du développement territorial

The thesis questions the role of architectural design regarding built heritage and its effects on territorial development processes. Territorial development means economic, social,environmental and political improvements on a territory, and this goes with the « the increase in the capacity of the actors to control the dynamics of evolution that concern them » (Deffontaines, Marcelpoil, Moquay, 2001). Indeed, the main challenge of territorial development is the construction of a community of local actors, because only they can bring these improvements through their collective and daily actions. Built heritage is already a vector of collectivemobilization. When something is close to disappearing, a social group tends to confer on it a new value and to protect it. One of the ways to save built heritage is finding a new function for it, so that it can be useful in the present. This requires a transformation of the buildings, which most of the time means an architectural design. This is a moment of collective action, where different people meet and discuss, sharing their points of view and skills. The research hypothesizes that that rehabilitation projects can be a mode of action for a local community that is willing to participate in the development processes of its territory. They could lead to the self-organisation and the union of the actors’ strengths, motivated by the achievement of shared objectives regarding the transformation of the living environment. To study this question, the thesis leans on a theoretical basis, composed on the one hand of the literature of the Italian Territorialist network, and in particular the main books of Alberto Magnaghi such as Le Projet Local (2010, 2000) and La Conscience du Lieu (2017). On the other hand, the theoretical contribution is complemented by the literature of some key-authors of the French territorial sciences: Claude Raffestin, Hervé Gumuchian, Bernard Pecqueur andRomain Lajarge. In addition to this, the thesis is enriched by a field survey conducted mainly in Irpinia, South Italy, and then to a lesser extent in France.La thèse interroge le rôle du projet d’architecture, relatif au patrimoine bâti, dans la construction de processus de développement territorial. Le développement territorial induit des améliorations d'ordre économique, social, environnemental et politique dans un territoire, et notamment une « augmentation de la capacité des acteurs à maîtriser les dynamiques d’évolution qui les concernent » (Deffontaines, Marcelpoil, Moquay, 2001). Ce dernier point est primordial : l’un des enjeux majeurs du développement territorial est la construction d’un collectif d’acteurs territorialisés, qui par leurs actions conjointes et quotidiennes, apporteront ces améliorations à leur cadre de vie. Le patrimoine bâti est vecteur de mobilisation collective. Si un objet est menacé, un groupe social tend à lui reconnaître une valeur et à agir pour sa sauvegarde ; il s’agit du principe de la patrimonialisation. L’un des moyens pour sauver le patrimoine bâti est de lui trouver une nouvelle destination d’usage, une utilité dans le présent. Cela passe par une transformation de ce bâti et donc par un projet d’architecture. Ce dernier est déjà un temps d’action collective, où se rencontrent et échangent des personnalités multiples ainsi que leurs compétences et points de vue respectifs.La thèse propose alors de vérifier l’hypothèse selon laquelle, lorsqu’il concerne un bâti patrimonialisé par des acteurs locaux, le projet d’architecture peut être un outil pertinent pour la construction d’un collectif d’acteurs territorialisés. En d’autres termes, il susciterait l’autoorganisation et l’union des forces des acteurs, motivées par la réalisation d’objectifs partagés quant à la transformation de leur cadre de vie. Pour aborder cette question, la thèse prend appui sur un socle théorique composé d’une part des écrits de l’École Territorialiste italienne, et en particulier des ouvrages-clés d’Alberto Magnaghi tels que Le Projet Local (Magnaghi, 2010 ; 2000) et La conscience du lieu (Magnaghi, 2017). D’autre part sont convoquées les recherches françaises en sciences territoriales, autour des termes de développement territorial et de ressource territoriale (Lajarge, 2012 ; Gumuchian, Pecqueur, 2007 ; Raffestin, 2019, 1980). Outre les apports théoriques, la thèse se nourrit d’une enquête de terrain menée principalement en Irpinia, dans le sud de l’Italie, et d’une analyse plus ponctuelle de projets d’architecture en France
