Urbanisme et processus permanents : le projet urbain à l’épreuve de l’incertitude

International audienceCurrently, we can observe a coexistence of two "parallel worlds" in the production of urban spaces in European context. The first, supported by planning practices focusing on control of processes, does not seem to adapt easily to a context marked by different and growing uncertainties; the second, emerging and informal, is more flexible and talks about an improvised urban collective action. According to our research hypothesis, we are witnessing a transformation of planning practices through the integration of uncertainties, not in the sense of effective anticipation of hazards, but as the translation of these uncertainties into opportunities. The comparative analysis of two cases illustrating the two worlds mentioned, will allow us to sketch the guiding principles of a transitional model, from a traditional "project mode" to a more adaptable "permanent process".Actuellement, on constate la coexistence de deux « mondes parallèles » dans la production des espaces urbains dans le contexte européen. Le premier, soutenu par des pratiques de planification se focalisant sur le contrôle et la maîtrise des processus, ne se semble pas s’adapter facilement à un contexte marqué par des incertitudes diverses et croissantes ; le second, émergeant, relève de l’informel et d’une action collective urbaine plus souple et improvisée. Selon notre hypothèse de recherche, on assiste à une transformation de pratiques de planification qui passe par l’intégration des incertitudes, non pas dans le sens d’une anticipation efficace face aux aléas, mais comme la traduction de ces incertitudes en opportunités. L’analyse comparée de deux interventions urbaines illustrant les deux mondes mentionnés, nous permettra d’esquisser les principes directeurs d’un modèle transitionnel, à partir d’un « mode projet » traditionnel vers un « processus permanent » plus adaptable
