The objective of this research is to examine the three different roles that NGOs have undertaken to effectively alleviate poverty in Cambodia, Laos, and Vietnam. First, NGOs undertook the roles of developer, where they involved heavily in organizing and implemented local educational, agricultural, livelihood, nutritional and health programs. Second, NGOs acted as a provision of social services to the local communities by providing funds and support to establish community stores or community clinics or to households and providing health and counselling services. Third, NGOs encouraged and facilitated participatory development in in the local communities to allow the local citizens’ voices and ideas to be heard and being effectively implement...
