International audienceHuman rights play a key role in climate matters, both procedurally and substantively. However, designed to meet certain normative needs, they have temporal limits (the violation must be effective, the remedy does not aim to prevent it) and spatial limits too (extraterritoriality implies an effective power in the territory where the victim is located). Consequently, these rights are not equipped to deal with global challenges and cannot absorb all the demands in this area; seeking to extend them means running the risk of diluting and weakening them.
