I suggest that a more fruitful approach to administrative planning is the use of an individual function, or group of related functions, as the unit of organization instead of a department with its traditional set of tasks. Several unorthodox and effective uses of library staff have been devised through the use of the function as the unit of planning. Two examples that come immediately to mind are the use of divisional librarians by Frank Lundy in subject cataloging, and the use of a professional core of bibliographers by Ralph Parker for aspects of both acquisition and cataloging.published or submitted for publicatio
