This paper engages in a historic tracing analysis of Agrarian Reform Laws in the Philippines. It covers programs from the very first enacted Agrarian Reform Law enacted by Manuel Quezon, until the last Agrarian Reform Law enacted by Gloria Macapagal Arroyo, CARPER. Philippine Agrarian Programs have been a main topic of controversies especially regarding the rights of farmers. Looking back, there are many factors and development of needs and issues that programs of governments have tried to tackle.
