The aim of this thesis is to investigate and assess the actions of the Commission on Higher Education (CHED) in coming up with the CMO 20-2013 governing the new general education curriculum in tertiary education, and to determine its constitutionality. In the new GEC, the Filipino subject, among others, would be removed so as to remove repetitive learning which led the researchers to believe that there is a question of law present, thus this study.
