Mexico has acute problems of poverty and inequality being confronted by its governments, who select different approaches to social policy, and consequently, to the evaluation of their programs. In this selection, the social policy of the Mexican Federal Government is characterized by the targeting of its conditional transfers, while that of the Federal District’s Government promotes universal criteria and an approach based on human rights. With regards to evaluation, also the organizational and methodological difference of the two governments stands out.
