During the last three decades, there have been two major innovations in the field of government affairs, New Public Management (managerial or post-bureaucratic mode), Governance or New Governance (post-governmental mode). Likewise, the new push of program and public policy evaluation, is due in part to reforms that governments have undertaken –by conviction or by force- during these last years, which have modified governmental practices, concepts and assessment criteria.
