This paper focuses on the barriers that new immigrants face, in spite of their utilization of the services provided, to their participation and integration into society and the economy in order to better understand the events, factors, and difficulties that have an impact on their economic outcomes. Qualitative methodology and a grounded theory perspective were used to develop themes and patterns from their stories. An inclusive, multidimensional framework, including institutional, structural, situational, dispositional, informational, and self-determination factors for thinking about their participation and integration into society and the knowledge economy related to employment and education has emerged from this study.
