Valores éticos - morales de funcionarios y servidores, en el control del presupuesto Municipal de Nauta – Iquitos

The purpose of this research is to present a summary of the functional characteristics of the worker of public administration through a tab with 20 items on Likert scale to evaluate trends positive and negative of committing some kind of administrative dysfunction as well as a summary of the Peruvian legal framework, sustaining new ethical guidelines that will promote the transformation of governancein which the Constitution of the Peru of 1993 and law No. 27815 among others were taken as references. The basic objective of the research was to identify, describe and analyze the values and principles that govern the behavior of the public official, and contribute to greater efficiency in the public service in the Nauta-Iquitos-Peru Local Government. Within the framework of the study considered a premise concerning the formation or transformation of the management towards a new institutionality, as well as the conceptualization and identification of the weakened values that are present in the Peruvian laws, are in turn, reflections and conclusions, which became the researcher, and then describes the development of a methodology for the selectionvalidation and identification of the factors associated with the studied ethical values, demonstrating the validity of the general hypothesis using the Chi-square test.El propósito de este estudio fue presentar una síntesis de las características funcionales del trabajador de la administración pública mediante una ficha con 20 ítems en escala de Likert con la que se evalúo las tendencias positivas y negativas de cometer algún tipo de disfuncionalidad administrativa así como un resumen del marco legal peruano, que sustenten nuevos lineamientos éticos que impulsen la transformación de la gestión pública, en el cual se tomaron como referencias la constitución política del Perú de 1993 y la Ley Nº 27815 entre otras. El objetivo básico de la investigación fue identificar, describir y analizar los valores y principios que rigen el comportamiento del funcionario público y contribuir a la mayor eficiencia de la función pública en el Gobierno Local de Nauta-Iquitos-Perú. En el marco del estudio se consideró una premisa relacionada con la formación o transformación de la gestión hacia una nueva institucionalidad, así como la conceptualización y identificación de los valores ético-morales que están presentes en las leyes peruanas, presentan a su vez las reflexiones y conclusiones a las que llegó el investigador, se ha descrito también el desarrollo de una metodología para la selección, validación e identificación de los factores asociados a los valores éticos estudiados, demostrando la validez de la hipótesis general mediante la prueba de Ji cuadrada
