Conduite du changement organisationnel dans l’administration publique : Revue de littérature

Change has become a very common word internationally. Everything around us is changing, politically, economically and socially. These changes are accelerating to adapt to the increasingly turbulent environment. In the business world, change is no longer a foreign word, it is the most natural element, because the company that does not change simply risks disappearing. In the same way, the public sector, given the extent of the transformations that affect its environment, has been obliged to undertake changes to meet the expectations of this environment and modernize its ways of doing things, because the demand has become more and more demanding. Indeed, for years, the awareness of modernizing and changing the administration has risen in view of the major dysfunctions observed; cumbersome procedures, very important bureaucracy, inefficiency and ineffectiveness ... These problems are known by all citizens and actors, hence the increasing efforts to change this situation and win in terms of performance and efficiency. In this context, this article attempts to position the literature on change management in public administration by focusing on the specificities of the sector, which differs from the private sector. Consequently, the approach to be adopted must take into account the particularities of the management and functioning of the administration. Indeed, the last decades have been marked by the implementation of several modernization projects within the Moroccan administration. However, not all of these projects have achieved the expected success. They face several difficulties, including those of a human nature. Therefore, thinking through the change in the administration by accompanying the projects with a change management approach can facilitate their success. Tout ce qui nous entoure change, et ce sur tous les plans aussi bien politiques, qu’économique et social. Ces changements s’accélèrent pour s’adapter à l’environnement de plus en plus turbulent. Dans le monde d’entreprise, le changement n’est plus un mot étranger, c’est l’élément le plus naturel, car l’entreprise qui ne change pas risque tout simplement de disparaître. De même, pour le secteur public et vu l’ampleur des transformations qui touchent son environnement, s’est vu obliger d’entreprendre des changements pour répondre aux attentes de cet environnement et moderniser ses façons de faire, car la demande est devenue de plus en plus exigeante. En effet, depuis des années, la conscience de moderniser et de changer l’administration s’est élevée vu les grands dysfonctionnements constatés ; lourdeurs dans les procédures, bureaucratie très importante, inefficacité et inefficience … Ces problèmes sont connus par l’ensemble des citoyens et acteurs, d’où des efforts de plus en plus accrus pour changer cette donne et gagner en termes de performance et d’efficacité. Dans ce cadre, le présent article tente de positionner la littérature relative à la conduite du changement dans l’administration publique en mettant le point sur les spécificités du secteur qui diffère de celui privé. Par conséquent, la démarche à adopter doit prendre en compte les particularités du management et du fonctionnement de l’administration. En effet, les dernières décennies ont été marquées par la mise en place de plusieurs projets de modernisation au sein de l’administration marocaine. Or, ces projets ne réalisent pas tous le succès escompté. Ils font face à plusieurs difficultés, dont celles d’ordre humain. Donc, bien réfléchir le changement de l’administration en accompagnant les projets par une démarche de conduite de changement peut faciliter leur aboutissement.
