With incredible advances in digital videotechnology, there is also increase in use of limitedexpensive resources. In this paper compression isachieved by using two algorithm scene changedetection and key frame extraction. Scene changedetection is accomplished using MPEG-2 (MovingPicture Expert Group) . Broadly frames are of threetypes is B I P. MPEG 2 detects scene change detectionhierarchical level of frame type. Key framesextraction is done using X2 as histogram difference.The resultant frames are replacement of completevideo. The compression ratio is achieved is 0.9537%.For key frame extraction threshold plays an eminentrole.
