The aim of the present study was to compare the self-development and self regulation of toddlers under the protection of government based on where they reside e.g. foster care, care villages, child homes and institutions. Temperament was taken as a moderator. Participants were 24-35 months old children who were residing in different care types in Ankara, Denizli and İstanbul and children who were staying with their families in low socioeconomic high-risk environments in Ankara.
