Pengaruh Karakteristik Pemerintah Daerah dan Hasil Pemeriksaan Audit BPK terhadap Kinerja Penyelenggaraan Pemerintah Daerah Seluruh Indonesia

This research entitled "The Influence of Local Government Characteristics and BPK Audit Inspection Results to Management Performance of All Indonesian Local Government ". The research objective was to examine the effect of the size of local government, the level of local wealth, dependence on the central government level, the amount of capital expenditures, the legislative measure, the number of SKPD, the number of audit findings and audit opinion on the performance of local government processes. This type of research is quantitative research with secondary data analysis methods. Based on the method of documentation on the secondary data obtained by a population of about 548 for provincial / region / city in Indonesia in 2014. The sampling technique used purposive sampling method. Thus obtained the final sample size of 450 region / city. Hypothesis testing using ordinal logistic regression analysis model or PLUM (Polytomous Universal Model). The results of this study is a legislative measure, the number of SKPD audit opinion significant positive effect on the performance of the organization of region / city. The level of dependence on the central government significant negative effect on the performance of the organization of region / city. While the size of the area, the level of regional assets, the amount of capital expenditures, and the audit findings do not affect the performance of the organization of region / city. Value pseudo r-square of 16% shows the variation of performance scores of region / city can be explained by a variety of independent research, while the remaining 84% is explained by other variables that are not in the model. Penelitian ini mengambil judul “Pengaruh Karakteristik Pemerintah Daerah Dan Hasil Pemeriksaan Audit BPK Terhadap Kinerja Penyelenggaraan Pemerintah Daerah Seluruh Indonesia”. Tujuan penelitian adalah untuk menguji pengaruh ukuran pemerintah daerah, tingkat kekayaan daerah, tingkat ketergantungan pada pemerintah pusat, jumlah belanja modal, ukuran legislatif, jumlah SKPD, jumlah temuan audit, dan opini audit terhadap kinerja penyelenggaraan pemerintah daerah. Jenis penelitian ini merupakan penelitian kuantitatif dengan metode analisis data sekunder. Berdasarkan metode dokumentasi atas data sekunder maka diperoleh populasi sebanyak 548 pemda provinsi/kabupaten/kota di Indonesia tahun 2014. Teknik pengambilan sampel menggunakan metode purposive sampling. Sehingga diperoleh jumlah sampel akhir sebanyak 450 pemda kabupaten/kota. Pengujian hipotesis menggunakan model analisis regresi logistik ordinal atau PLUM (Polytomous Universal Model). Hasil penelitian ini adalah ukuran legislatif, jumlah SKPD, opini audit berpengaruh positif signifikan terhadap kinerja penyelenggaraan pemda kabupaten/kota. Adapun tingkat ketergantungan pada pemerintah pusat berpengaruh negatif signifikan terhadap kinerja penyelenggaraan pemda kabupaten/kota. Sedangkan ukuran daerah, tingkat kekayaan daerah, jumlah belanja modal, dan temuan audit tidak berpengaruh terhadap kinerja penyelenggaraan pemda kabupaten/kota. Nilai pseudo r-square sebesar 16% menunjukkan variasi skor kinerja pemda kabupaten/kota dapat dijelaskan oleh variasi independen dalam penelitian, sedangkan sisanya sebesar 84% dijelaskan oleh variabel lain yang tidak ada dalam model
