As in many latitudes, Covid-19 has heightened other long-data social diseases. The low state capacities of Latin American governments have been exposed in the public health crisis management and the heterogeneity of its societies. As a Colombian former health minister declared: "You have Europe and Africa in the same continent," referring to Latin American reality. Also, given the lockdown and further pandemic restrictions, labor informality and poverty rose severely. Informal workers could not go out to get a daily-payed job. In fact, 9 out of 10 people in the lower-income group could end in penury after the pandemic
