This paper intends to propose a small area estimation strategy for Atkinson inequality measures. Classical proposals in area-level context show limitations when dealing with asymmetric heavy-tailed data and complex variance function.We consider alternative distributional assumption and propose a Simplex regression area level model. An application to EU-SILC income data is provided
