How are the social services developing? : a quantitative study of social secretaries’ experience of working methods, development, and participation within the social services

The aim of this study was to investigate through a survey study social workers' experiences of their working methods and development within the social services. The study also examined the level of involvement social secretaries experience in the development of their workplace and whether this had an impact on their view of organizational changes. The interest in social workers’ attitude towards their working methods and the development of the organization was based on the authors' own experiences during Work-Based Education (VFU), a mandatory component of the bachelor's degree program in social work. During the VFU, the authors experienced some working methods as old-fashioned and that the interest in developing and changing those working methods did not seem to be a priority to staff. The authors also wondered if social secretaries experienced their role in the development of the organization as important and how involved they felt in making decisions that influence the workplace and the way they work. And if not, does that have an impact on their attitude toward the development of the organization. Further the authors experienced an inertia when it came to organizational change and wondered where it came from. The results showed that the majority of social secretaries are satisfied with the working methods and that organizational development is part of their work. At the same time, the results of the study showed that social workers want decisions to be made based on knowledge within the profession, the needs of clients, and evidence-based practices, but in reality, decisions are made by management staff and politicians, which prevented social workers from influencing the decisions. The majority of social secretaries were positive to organizational development, and those who perceived their opinion as important to the development process had an even more positive attitude towards organizational change and development.Syftet med studien var att genom en enkätstudie undersöka socialsekreterares upplevelse av arbetssätt och utveckling inom socialtjänsten. Enkäten skickades ut till socialsekreterare i olika kommuner, inom olika verksamhetsområden i Sverige. Studien ville även undersöka hur delaktiga socialsekreterare kände sig i utvecklingen av arbetsplatsen och om känslan av delaktighet spelade roll för inställningen till utveckling. Intresset för socialsekreterarnas inställning till arbetssätt och utveckling av verksamheten grundade sig på författarnas egna upplevelser från den Verksamhetsförlagda Utbildningen (VFU) under termin fem på socionomprogrammet, då vi lade märke till att en del arbetssätt kändes gammalmodiga och att intresset för utveckling och förändring av befintliga arbetssätt inte verkade prioriteras. Vi ställde oss frågan ifall socialsekreterare upplevde att deras roll i utvecklingen av verksamheten var viktig och om de kände att det fanns möjlighet att vara med i beslut och påverka arbetsplatsen och arbetssättet, och om inte, hur påverkade det i sin tur inställningen till utveckling. Vi upplevde en tröghet när det kom till förändringar och undrade var den kom ifrån. Resultatet av studien visade att majoriteten av socialsekreterare var nöjda med arbetssätten, och att det var en del av deras arbete att utveckla verksamheten. Samtidigt visade resultatet en önskan från socialsekreterare att beslut skulle fattas mer utifrån professionens kunskap, klientens behov och evidensbaserad praktik, men att besluten i verkligheten kom ifrån ledning och politiska beslut, som socialsekreterare inte hade någon möjlighet att påverka. Majoriteten var positiva till utveckling av verksamheten och de som upplevde sin åsikt som viktig var mer positivt inställda till utveckling och organisationsförändringar. Teori: Karasek och Theorell (1990), krav-, kontroll- och stödmodellen samt organisationsteori. Metod: För att besvara syftet genomfördes en kvantitativ studie där 116 socialsekreterare som arbetar på socialtjänsten besvarade en enkät. Slutsatser: Socialsekreterare är generellt positiva till arbetssätten och utveckling av socialtjänsten. De önskar att utvecklingen baseras mer på professionens expertis, klienters behov och evidensbaserad praktik till skillnad från idag då det framförallt är politiska beslut som styr utvecklingen. Det finns ett samband mellan att känna att ens åsikt i utvecklingen är viktig och inställning till utveckling.
