Les Alaouites, l'espace et le pouvoir dans la région côtière syrienne : une intégration nationale ambiguë

The coastal area of Syria is the stronghold of the alawit minority. Ba' athists leaders who are ruling Syria since the coup d'etat of 1963 belong to this community. Syria followed a socialist way of development since 1963 until the beginning of the years 1990 based on the Land reform and economic state intervention, with an official aim of national construction. As a periphery, but also, and especially, a territory of the alawit community, the coastal area largely profited from the public investments, and the State promotes social advancement of Alawits. Is the coastal area integrated as much into Syrian space? The economic crisis of the end of 1980 and the "infitah" (economic opening policy) highlighted the brittleness of development ba' athist way and consequently the process of integration of the coastal area to Syrian space. The coastal area is forsaken by the private sector, always dominated by the high sunnit class of Damascus, Alepo, Homs and Hama. National cohesion is also called into question, by the disengagement of the State, with the profit of a territorial fragmentation on ethnico-denominational bases. The constitution of an alawit area on the Syrian coast seems the consequence of this general ethnicity fold. Moreover the Syrian power uses his community networks for controlling the country.La région côtière de Syrie est le fief de la minorité alaouite, à laquelle appartiennent les dirigeants ba'athistes qui sont au pouvoir en Syrie, depuis le coup d'Etat de 1963. Ce régime a suivi, jusqu'au début des années 1990, une voie socialiste de développement, basée sur la Réforme agraire et le dirigisme économique, dans un but officiel de construction nationale. En tant que périphérie, mais aussi, et surtout, territoire de la communauté alaouite, la région côtière a largement bénéficié des investissements publics, quant à l'appareil d'Etat, il a assuré la promotion sociale des Alaouites. La région côtière est-elle pour autant intégrée à l'espace syrien ? La crise économique de la fin des années 1980 et l'« infitah » (ouverture économique) ont mis en évidence la fragilité du mode de développement ba'athiste sur laquelle était fondé le processus d'intégration de la région côtière à l'espace syrien. La région côtière est délaissée par le secteur privé, toujours dominé par la bourgeoisie sunnite des métropoles de l'intérieur de la Syrie (Damas, Alep, Homs et Hama). La cohésion nationale est également remise en cause, par le désengagement de l'Etat, au profit d'une fragmentation territoriale sur des bases ethnico-confessionnelles. La constitution d'une région alaouite sur la côte syrienne apparaît comme la conséquence de ce repli identitaire général, mais également l'utilisation par le régime de ses réseaux communautaires pour contrôler le pays
