O IMPACTO DO TERRORISMO ISLAMISTA DO SÉCULO XXI NA DOUTRINA ESTRATÉGICA DOS ESTADOS UNIDOS E DA FEDERAÇÃO DA RÚSSIA: UM ESTUDO COMPARATIVO

In the globalized world, the threat from terrorism is felt much closer each time and has become more visible, thereby affecting the perceptions of the States regarding security. September 11th is referred to as the turning point of this new era. This day has marked the change regarding the perception of terrorism as a threat and regarding the measures countries have adopted to take care of it. The main objective of this article is to investigate the relationship between the subsequent terrorism 11S and the Security Strategies of the United States and the Russian Federation, in order to see how it affects different conceptions of national security. This paper will conduct a comparative analysis of the strategic documents, which will help to identify the elements over time - that is, what is reflected by the cultural strategy of each country- such as the adjustment of the developed security policies in face of the changing strategic environment.En el mundo globalizado, la amenaza del terrorismo se ha vuelto cada vez más cercana y patente, afectando las percepciones de los Estados respecto a la seguridad. El 11S es el punto de inflexión de esta nueva era. Es la fecha que marca el cambio tanto en la percepción de la amenaza terrorista, como en la forma en que los países se harán cargo de ella. El objetivo principal del trabajo es investigar la relación existente entre el terrorismo posterior 11S y las Estrategias de Seguridad de Estados Unidos y de la Federación Rusa, en cuanto a cómo afecta éste a diferentes concepciones sobre la seguridad nacional. Un análisis comparativo de los documentos estratégicos permite identificar tanto la continuidad de elementos en el tiempo, lo que refleja la cultura estratégica de cada país; como las adaptaciones que las políticas de seguridad desarrollan en el entorno estratégico cambiante.No mundo globalizado, a ameaça do terrorismo tornou-se cada vez mais próxima e patente, afetando as percepções dos Estados em relação à segurança. 9/11 é o ponto de virada desta nova era.
