The Performance of Bhabinkamtibmas in Preventing Criminal Acts of Burglary Theft in the Ciamis District Police Jurisdiction

The focus of this study discusses the performance of Bhabinkamtibmas in preventing criminal acts of theft by weighting in the jurisdiction of the Ciamis District Police. The background of this research is because there are a large number of population so that employment is low and the high number of crimes committed in the jurisdiction of Ciamis Regional Police, so that the performance of Bhabinkamtibmas is not optimal in preventing felony. The purpose of this study is to describe the performance of Bhabinkamtibmas in preventing foul crimes and to describe the factors that influence the performance of Bhabinkamtibmas. This research uses theories and concepts, among others, competency theory, management theory, performance theory, performance concept, Bhabinkamtibmas concept, and the concept of Crime of theft by weighting. This research was conducted with a qualitative approach using more research methods in interviews, participatory observation, and document review. Next what is done is to reduce data, present data, and make conclusions. The results of this study include: (1) The performance of Bhabinkamtibmas in order to prevent crimes is not yet optimal both from the implementation and management (2) Factors that affect the performance of Bhabinkamtibmas in order to prevent crimes can be distinguished into 2 (two) factors, namely capability and motivational factors, among others: there are members of Bhabinkamtibmas whose assignments are more than 1 village, there are still Bhabinkamtibmas members who have not yet carried out vocational education on Binmas technical functions, limited facilities and infrastructure so that in carrying out their tasks is not optimal, and the amount of budget given by Bhabinkamtibmas is still not not completely given. So, the writer gives some suggestions in optimizing Bhabinkamtibmas performance. Empower Binpotmas in the community, increase cooperation between the police and the community, increase Bhabinkamtibmas members and facilities and infrastructure, and increase human resources in terms of budget
