URBANISM IN THE MSSR IN TERMS OF STATE REGULATIONS (1944–1952)

The first years of post-war architecture are characterized by the restructuring of the administration of the cities of the republic, according to the regulations of the new political regime. The basic principle was the absolute control of that domain. The urban image changes according to the ideological policies of the central power. Urban organisms are developed by spatial differentiation, with special attention being given to centers, which are more of a priority. The plotting is elaborated depending on the surface, the heights, the constructive typologies and the density of the population. Finally, some parameters are different from the initial ones proposed. The spatial aspect is characterized by division into large districts with highways, whose side fronts were strictly coordinated. The terms of project elaboration were the most important issue, and these were permanently prolonged by the administration. The main reason being the lack of a strong geodetic organization and the need for collaboration with contracting organizations that „did not always meet their obligations” [3].
