Organizaciones de la Sociedad Civil (OSC) en gestión de políticas sociales

This article aims to analyze the Civil Society Organizations (CSO) in its relationship with the state to manage Social Policy in Uruguay. It starts to question the definition of Third Sector when conceptualizing these organizations that acquire given the particularity to perform with the State. It develops briefly the historical process that looks at the current context respect to the heterogeneity of the Civil Society organizations in Uruguay. Finally we analyze the problems and challenges that are presented to these organizations in coordination with the State for the management of social policies.Este artículo tiene por objetivo analizar a las Organizaciones de la Sociedad Civil (OSC) en su relacionamiento con el Estado para la gestión de políticas sociales en el Uruguay. Se parte de cuestionar la definición de ‘Tercer Sector’ a la hora de conceptualizar este tipo de organizaciones, dada la particularidad que adquieren al realizar convenios con el Estado. Se desarrolla brevemente el proceso histórico que permite ver el contexto actual respeto a la heterogeneidad de las OSC en Uruguay. Finalmente, se analizan los problemas y desafíos que se les presentan a estas organizaciones en su articulación con el Estado para la gestión de políticas sociales
