This article aims to analyze the Civil Society Organizations (CSO) in its relationship with the state to manage Social Policy in Uruguay. It starts to question the definition of Third Sector when conceptualizing these organizations that acquire given the particularity to perform with the State. It develops briefly the historical process that looks at the current context respect to the heterogeneity of the Civil Society organizations in Uruguay.
