Policy-Making Process of the New Lottery Law

This diploma thesis deals with the analysis of the process of creating the lottery law adopted in 2011 by approving amendment number 138. It uses the theory of advocacy coalitions, which was created in the 80s by Paul Sabatier. Stenographic transcripts of speeches from the Chamber of Deputies and the Senate of the Czech Republic, as well as media output of relevant actors and interest groups in the media, were used as data sources. To do so, it uses content analysis and coding of statements into beliefs, on the basis of which three advocacy coalitions were identified. The first is made up mainly of lottery operators and its main belief was that gambling is a normal legitimate business and their aim is a level playing field in the market and control of illegal gambling operators. The second coalition acknowledged the need to regulate gambling, because a lot of money flows in it and it is necessary to have an overview of it. Its main goal was the transparency of the sector. According to this coalition, gambling is not a normal economic sector because it produces nothing. It can be operated only if the money comes from it for charitable purposes.
