Recomposition du paysage sanitaire : quand les exigences territoriales rejoignent les enjeux de santé

In Angers, following the creation of the regional Agencies of Hospitalization and the laws of 1998 against social exclusion, a reflexion has begun for a medical program of hospitalization with two priorities : 1/ the organization of health and 2/ the territorilized service delivery. Two categories of partners were jointly involved in the analysis of these priorities : the stakeholders in health and those in charge of municipal policy. This meeting of different partners brings out the visible change currently occuring whereby health matters are becoming concerns for all the fields of the public policies. This new development releases health matters from being managed by specialists exclusively.Considering the example of Angers (France), this article analyzes the mechanisms which place the relations between "city-health-hospital" within a multisectorial framework.À Angers, dans la continuité des ordonnances de 1996 –créant notamment les Agences régionales de l'Hospitalisation- et des lois de 1998 contre l'exclusion sociale, une réflexion a été initiée autour d'un programme médical commun de l'hospitalisation répondant à deux priorités : l'une liée à l'organisation des soins, l'autre à la desserte des territoires.La rencontre de ces deux enjeux a également été celle de deux catégories d'acteurs : ceux de la santé et ceux de la politique municipale. Cette rencontre est révélatrice d'un changement observable à l'heure actuelle qui tend à faire des questions de santé un objet que tous les acteurs des politiques publiques se sentent fondés à intégrer dans leurs actions. Cette évolution sort la santé de son cantonnement à une affaire de spécialistes.Autour de l'exemple angevin, cet article analyse les mécanismes qui placent les rapports « ville-santé-hôpital » dans un cadre multisectoriel
