In Dar es Salaam (Tanzania), Nairobi (Kenya) and Lusaka (Zambia), the urban sprawl has always been faster than the conventional water supply, from the “water apartheid”, at the colonial time, up to the post-independence public management period. For the Urban Poor, in the neo-liberal reforms imposed by international donors since the 1990's, access to water means alternative solutions compliant to the user-pays principle so as to the multiplicity of technical standards (as shown by the household enquiries led by the author).
