UPAYA MEWUJUDKAN RUANG TERBUKA HIJAU PUBLIK BERDASARKAN PERATURAN DAERAH KOTA SURABAYA NOMOR 12 TAHUN 2014 TENTANG RENCANA TATA RUANG WILAYAH KOTA SURABAYA TAHUN 2014-2034

This Law Essay is entitled “Efforts to Create a Public Green Open Space”, based on Regional Regulation for the city of Surabaya No 12/2014 concerning the City Spatial Plan for Surabaya 2014-2034. Green Open Space is a land or area designated as an open space for the growth of plants / vegetation which functions as a microclimate regulator, water absorption area and city aesthetics. Based on Article 1 number 5 of Law Number 26 of 2007 concerning the Spatial Plan affirms that spatial plan is a system of spatial planning processes, spatial utilization, and control of it. Urban problems arise because of unclear spatial plan for the city, as well as inconsistencies in environmental management in implementing development planning which must concern to green open spaces in urban areas. Associated with development and environment issues, in implementing development needs spatial plan for urban areas. To feel the benefit of green open space, the government shall manage all the green open space in urban areas. Local government shall able to analyze and figure out the indicators of increasing equitable development throughout urban areas in particular. Green open space is clarified based on the status of the area, not based on the shape and structure of the vegetation. The purpose of this research is to provide knowledge and understanding from legal aspect of spatial planning, especially regarding the realization of green open spaces in the city of Surabaya. The legal research method used is empirical legal research, using primary data as main data and secondary data as supporting data. The results of this research are the government of Surabaya has made various efforts to make it more green and provide green open spaces in the corners of the city
