The validity of the concept of the state and the institutional entrepreneurial role of the state, which the new institutional theory portrays in the liberal system as a neutral, coherent, uniform, and institutional actor outside of the institutional fields, is open to discussion in different national contexts and countries where different state systems are dominant.
