Enjeux et formes de la rationalisation de l'administration municipale d'une grande ville de 1900 à 1940.: Du clientélisme à la bureaucratie

Stakes and forms of the rationalization of the municipal administration of a large town of 1900 to 1940 This text presents some results of a research on the process of bureaucratic rationalization which transformed the municipal administration of the large cities between 1900 and 1940. A study on the case of Toulouse shows how many innovations were made into the organization of the services and the staff management: staff regulations, salary scale, table of employment, training and various committees with elected officials and the trade-union representatives of the personnel. These changes increased the capacities of action of the municipality without however withdrawing the municipal organization from the political influence.Ce texte, écrit en 1991, présente les premiers résultats d'une recherche sur le processus de rationalisation bureaucratique qui a transformé l'administration municipale des grandes villes entre 1900 et 1940. Une étude du cas de Toulouse montre comment, en moins de trois décennies, de nombreuses innovations ont été introduites dans l'organisation des services et la gestion du personnel : statut du personnel, échelle des traitements, tableau des emplois, formation professionnelle et création de divers organismes paritaires associant les élus et les représentants syndicaux du personnel.
