IMPLEMENTASI KEBIJAKAN WALIKOTA BALIKPAPAN TENTANG PENGURANGAN PENGGUNAAN KANTONG PLASTIK BELANJAAN (Studi Tentang Implementasi Peraturan Walikota Nomor 8 Tahun 2018 Tentang Pengurangan Penggunaan Kantong Plastik)

One of the causes of the problem of declining environmental quality is the high activity of the community in using plastic materials for daily needs, for example, shopping plastic bags. Plastic bags are often used because plastic bags can make it easier for people to carry groceries. Plastic bags are a type of plastic that is included in the type of LDPE (Low Density Polyethylene) plastic. LDPE can be recycled but to expand in nature is very difficult because it takes a long time, causing pollution to the environment. The steps taken by the government related to reducing the impact of waste generation and to preserve the environment have made the government implement the Mayor's Regulation No. 8 of 2018 concerning Reducing the Use of Plastic Bags in the City of Balikpapan. The prohibition on the use of plastic bags is implemented in places including, shopping centers, department stores, hypermarkets, supermarkets, minimarkets, and modern retail in Balikpapan. The research method used is descriptive qualitative. Data collection techniques used are observation, interviews, and documentation. The purpose of this study is to find out how the policy implementation of the Balikpapan Mayor Regulation No. 8 of 2018 in reducing the use of plastic bags in the city of Balikpapan. The results of this study indicate that reducing the use of plastic bags in the city of Balikpapan has an impact on reducing the use of plastic bags. The role of the government, business actors, and the community is an important factor in the results of reducing the use of plastic bags. However, in its implementation in the field, it is still felt to be less than optimal, especially for the Balikpapan City Environmental Service. The Environment Agency as the implementing actor of reducing the use of plastic bags is still not optimal in carrying out socialization and monitoring evaluations for the community and business actors. So that in the application of plastic bag reduction in Balikpapan, it is still found that the department store is still giving plastic bags to buyers (the public)
