The policy on the use of renewable energy resource is an important policy considering the increasing demand for electricity and the depletion of fossil energy availability in Indonesia. Micro hydro power plant is the solution for villages that have the potential to utilize renewable energy resources derived from hydropower. One of the village that utilizes the potential of renewable energy resources for the provision of electricity is Sanankerto village. This policy is implemented based on the principle of integration, which involves various stakeholders. To explain the intensity of interaction and relations between actors requires a policy network approach. Since the hiydro power plant was ratified, the capacity produced was not in line with the target in the policy formulation. Researchers conducted a qualitative approach to four primary actors to find out how the policy network in the utilization of renewable energy resource for the provision of electricity trough micro hydro power plants. Through this method, researchers know that policy formulation as a policy subsystem for the use of renewable energy resource in the village of Sanankerto consists of four stages. In addition, the researcher found that coalitions were formed because of common belief of each actors. Actors in a coalition form a small network with a pluralistic strategy so that there is no conflict within the coalition. The village government is not the central actor in this policy, resulting in a horizontal power structure policy network. However, the horizontal power structure policy network causes the interaction intensity of the actors to be weak. The researchers suggest that every actor involved in the coalition strengthens interaction and expand the network for more democratic participation
