KEBIJAKAN PROGRAM RUMAH SEJAHTERA (PRS) DALAM UPAYA MENINGKATKAN KESEJAHTERAAN MASYARAKAT MISKIN DI KECAMATAN KALUMPANG KABUPATEN HULU SUNGAI SELATAN

This study aims to describe the form and implementation of the Welfare Home Program in Kalumpang District, Hulu Sungai Selatan Regency as well as to describe the supporting factors and inhibiting factors in the implementation of the Welfare Home Program in Kalumpang District. This research uses qualitative research method with descriptive research type. The subjects in this study were determined purposively, namely employees at the Social Service of Hulu Sungai Selatan Regency, employees in Kalumpang District, Implementing Assistants for the Welfare Home Program in Kalumpang District and KPM Welfare Home Program in Kalumpang District. Data collection techniques used are observation, interviews and documentation. While the analysis techniques in the research are data reduction, data presentation and verification. The results showed that the form of the Prosperous House Program was the provision of housing rehabilitation assistance in the form of Rp. 13,908,000 for the poor. Meanwhile, the implementation of the Prosperous Homes Program in Kalumpang District, Hulu Sungai Selatan Regency is through several stages: Assistance Submission Mechanism (data collection, verification, filing and disbursement of funds), Welfare Home Program Implementation Activities (socialization, implementation of home rehabilitation), Monitoring, Evaluation and Reporting. The supporting factors in the implementation of the Prosperous Home Program in Kalumpang District are support and good cooperation between stakeholders. While the inhibiting factors in the implementation of the Prosperous Home Program in Kalumpang District are social jealousy by other communities and obstacles occur due to natural factors such as floods which delay the work on house rehabilitation and delays in building raw materials.This study aims to describe the form and implementation of the Welfare Home Program in Kalumpang District, Hulu Sungai Selatan Regency as well as to describe the supporting factors and inhibiting factors in the implementation of the Welfare Home Program in Kalumpang District.
