L'activation des ressources par le projet : Les Baronnies en recherche de nouvelles légitimités

National audienceTo make the existence, the construction and the preservation of territories possible, the search for new resources has increased as well as the endeavours for valorisation, synergism or creation of resources. This can occur by considering the perspective of the project through the interactions between territorial actors. Such unified image of the territorial project appears too recurrent if not to conceal a number of differences, oppositions, tensions, and a high number of controls. In this paper we intend to highlight such issues through three questions based on the participative observation carried out along the creation process of the Baronnies Regional Nature Park :- how can the reinterpretation work on existing territorial resources be completed with the revelation work on new resources in order to produce an updated representation of the territory through the project ?- how are the future resources anticipated by the actors in order to integrate them in their projects, and is territorial prospection implicity carried out by the actors and in which manner ?-how is the territorial resource speech used in a way that the intention present in the project wins approvals more easily than the intention expressed through the involvement in immediate action ?Drawing on examples of the different phases of the activation process of territorial resources in the Baronnies project, we show how powerful the process of territorial construction that intentionally produces a speech that is a stake in the future, and how from speech to practice such a project can actually be implemented in the complex present situation. Would there be another specifically political approach for legitimation ?Pour advenir, pour se contruire, pour exister ou pour se maintenir, les territoires multiplient leurs recherches de ressources nouvelles et tentent de les valoriser, de les mettre en synergie ou de les créer. Ils le font en s'inscrivant dans la perspective du projet par les interactions entre opérateurs de l'action territoriale. Mais cette figure unifiante du projet territorial est certainement trop récurrente pour ne pas masquer quelques divergences, des oppositions, des tensions et de nombreuses régulations. Pour tenter d'éclairer celles-ci, trois questions seront posées ici, à partir de l'observation participante effectuée dans le processus de création du Parc naturel régional des Baronnies :- comment le travail de reinterprétation des ressources territoriales existantes se compléte-t-il avec le travail de révélation de ressources nouvelles pour produire, par le projet, une représentation actualisée de territoire ?- comment les acteurs anticipent-ils les ressources futures pour les inscrire dans leurs projets ; font-ils à cette occasion de la prospective territoriale sans le dire et de quelle manière ?- comment l'argumentaire de la ressource territoriale est-il utilisé pour que l'intention inscrite dans le projet parvienne à emporter les suffrages plus sûrement que l'intention manifestée par l'engagement dans l'action immédiate ?En utilisant des exemples tirés de plusieurs phases différentes d'activation de la ressource territoriale dans le projet des Baronnies, il s'agira de montrer à la fois la puissance du procédé de construction territoriale produisant intentionnellement un discours qui est un pari sur l'avenir et la fragilité de ce procédé qui se met ainsi intentionnellement en situation de tension potentielle avec la complexité du présent. Existerait-il ici une autre figure spécifiquement politique de légitimation
