The recent global economic crisis, in combination with major changes in the labour market, have led to an increasing focus on school-to-work transitions after several reports on growing risks of young people becoming economically and socially marginalized. Although Norway has come better out of the crisis than many other countries, youth unemployment has increased here as well. Norwegian labour market – and welfare policies have since the 1990’s, as in many western European countries, undergone reorientations towards more activation, where major reforms in welfare benefits have also been implemented.
