East Central Florida started to have air quality problems in 1997, resulting in the Florida Solar Energy Center (FSEC) joining the U.S. Department of Energy (DOE) Clean Cities Program to form the Florida Space Coast Clean Cities Coalition. On October 1, 1999, the Florida Space Coast Clean Cities Coalition was designated and authorized as the 75th Clean Cities Coalition. After a few years, the coalition incorporated as a 501-3c non-profit corporation within the State of Florida to promote the use of alternative fuels and reduce the consumption of petroleum.
