Le rôle de la société civile dans la réconciliation franco-allemande

Did the French and German civil societies follow their statesmen when they strove to "work" the memories after WWII? The youth exchange, subsidized by the Franco-German Youth Office for the last 40 years, is a good case-study to answer this question. Until recent times, this office curiously promoted an historical pedagogy of the intercultural meeting in contrast with what the pioneers of the rapprochement did in the 1950's. The reasons for this attitude are partly incidental and partly linked to the dynamics of the meeting of two different collective memories of the past. This hypothesis implies that the "work of memory" is not trouble-free at the interpersonal level, a fact that is not of no-consequence if one wants to export the Franco-German reconciliation model.Comment le travail de mémoire valorisé par les chefs d'Etat et de gouvernement français et allemands s'est-il décliné au niveau intersociétal ? Les échanges de jeunes subventionnés par l'Office franco-allemand pour la jeunesse depuis 40 ans offrent un bon terrain d'investigation pour répondre à cette question. Il ressort que jusqu'à une période récente, cet Office a curieusement promu une pédagogie anhistorique de la rencontre interculturelle. Les raisons de cette rupture avec la philosophie du travail de mémoire qui avait inspiré les pionniers du franco-allemand sont en partie circonstancielles et en partie inhérente au phénomène de la rencontre entre deux représentations collectives divergentes du passé commun. De ce diagnostique relatif à la difficulté du travail de mémoire au niveau interpersonnel découlent plusieurs conclusions quant à l'hypothèse d'une exportation du modèle
