Contrary to classical theory in political science, the “consensus between elites” may not be a necessary condition for democracy. This article analyses the key debates that opposed successive leaders of the ex-Czechoslovakia and the Czech Republic after 1989. While some supported a search for consensual change, others advocated the majority principle and a party political system.
