La aplicación de la ética en la democracia del Estado de México. Elemento clave para la calidad democrática

The need to generate the minimum conditions of coexistence and competition among the political actors in the electoral contest, the urgency of having an institutional framework in the government capable of representing social interests and processing the democratic regime of our country, is a condition to achieve a new reconfiguration of our democracy; Ethics represents a breakthrough to achieve its consolidation. The proposal of this essay is the application of a new approach to measure the quality of democracy, based on the ethical behavior of political actors; considering, that the renewal of the holders of the legislative and executive power is a whole process, that is carried out under a cycle electoral and that it is precisely in this set of activities: pre-electoral, electoral and post-electoral, where the application of the Ethics is fundamental, since the creation of codes of ethics are another tool to regulate the actions of politicians.La necesidad de generar las condiciones mínimas de convivencia y competencia entre los actores políticos en la contienda electoral, la urgencia de contar con una institucionalidad en el gobierno capaz de representar los intereses sociales y procesar el régimen democrático de nuestro país, son condicionantes para lograr una nueva reconfiguración de nuestra democracia. La propuesta de este artículo es la aplicación de un nuevo enfoque para medir la calidad democrática, partiendo del comportamiento ético de los actores políticos y considerando que la renovación de los titulares del poder legislativo y ejecutivo es todo un proceso, el cual se lleva a cabo bajo el ciclo electoral, que es, precisamente, en este conjunto de actividades: pre-electoral, electoral y post-electoral, donde la aplicación de la ética es fundamental, ya que la creación de códigos de ética es una herramienta más para regular el actuar de los políticos
