This dissertation is dedicated to the analysis of the monitoring and evaluation of Goal 7 – which deals with the improvement of the flow and quality of education – of the Municipal Education Plan of São Luís/MA (PME/São Luís). The Empirical analysis focuses on the 6th grade of Elementary School, a critical stage of transition for students between important cycles. The objective is to monitor Goal 7 of the PME, with the guiding question being the reflection on the factors that have influenced the low frequency and the irregular flow of students in the 6th grade of Elementary School of the municipal public network of São Luís/MA.
