Individuals with serious mental illness and individuals with criminal justice involvement are at higher risk for poor health and social outcomes compared to the general population. The goals of this dissertation are: 1) to evaluate the effect of Maryland Medicaid health homes on emergency department (ED) and inpatient utilization; 2) to evaluate whether the effect of Maryland Medicaid health homes differs by an individual’s history of criminal justice involvement, and 3) to assess whether messaging can reduce social stigma toward individuals with a prior drug felony conviction and punitive policies that affect this population.
