Norsk antikorrupsjonspolitikk - svar på behov eller utløst av en internasjonal trend?

This papers focus is on the development of a Norwegian anti-corruption policy. In 1990 an anti-corruption policy was not regarded as discrete area of policy and was given little attention. In 2003 the Norwegian government talked about how Norway sat an example for other countries having one of the best anti-corruption laws in Europe, and wanting to be a spear point in the battle against corruption. This papers main focus is the period from 1989 to 2003, and how and why Norway turned this sudden attention towards corruption, and then rapidly developed a policy on the area. I have identified four main instruments being used by the government in this period to develop a new policy area in Norway. These are pedagogical, organizational, demographical and legal tools. One would think that a policy development would be initiated by a documented need. Here this is to little degree the case. The attention first started growing when the international attention and anti-corruption norm-development started. Coincidences, fortunate timing, the international climate change and development, pressure and influence, strong national actors, policy windows and a Norwegian wish for legitimacy secured a positive development
