Flernivåperspektiv og krisehåndtering

The paper discusses the use of a multi level governance perspective in crisis management, in particular within the public sector. The first part of the paper addresses what a crisis is and how crisis management can be understood. The second part elaborates on the implications of a multi level governance perspective. In the third part, the particular value of a multi level approach in the analysis of different crises is discussed. The paper argues that a multi level approach contributes considerably to the understanding of crisis management in the public sector. The approach illuminates how different actors at different levels are organized, how different goals and perceptions vary and how they interact and relate to each other. This is significant in crisis management and can contribute extensively to the understanding of how a crisis evolves, how it is dealt with and why involved actors may handle a crisis differently
