peer reviewedThe Congress of Westphalia, established to put an end to the Thirty Years' War, has long been viewed by historiography as a major step in the process of modernization of European diplomacy. This article aims to reassess its role in the construction of an international dialogue in the mid-seventeenth century by analyzing how this assembly coexisted with the re-use of older diplomatic practices. By studying, through the lens of the new diplomatic history, the Franco-Spanish bilateral negotiations outside Westphalia, our objective is to determine how the peace congress influenced these experiments, by authorizing and constraining them at the same time.
