POLITIK HUKUM NASIONAL DALAM PELAKSANAAN PEMILIHAN KEPALA DAERAH (PEMILUKADA) SERENTAK SAAT PANDEMI COVID-19

The Covid-19 pandemic has threatened people's health and has an impact on the weakening of various sectors. With this situation, several constitutional agendas were also postponed. The main highlight was when the Covid-19 pandemic came during the political year, which coincided with the PILKADA agenda. In the context of the 2020 regional head election, all PILKADA actors including organizers, prospective candidates and political parties are fully awaiting the government's response and response regarding the COVID-19 pandemic. The purpose of this study was to analyze how the influence of legal politics and legal politics was used in the implementation of the 2020 elections during the Covid-19 pandemic. The research method used in this study is a normative juridical approach. The results of the study indicate that the legal politics of democratic PILKADA in Indonesia is urgently needed at this time. The government's legal politics greatly affects the constitutional system, because if it ignores the interests of the community, it will cause a massive controversy. To achieve legal certainty, the state through regulations issues policies, namely: First, Presidential Decree (Keppres) of the Republic of Indonesia Number 11 of 2020 concerning Stipulation of Health Emergency; Second, Government Regulation in Lieu of Law (Perppu) Number 2 of 2020 concerning Amendments; and Third on Law Number 1 of 2015 concerning Stipulation of Government Regulations in Lieu of Law Number I of 2014 concerning Election of Governors, Regents, and Mayors to become Laws; and Third, Law Number 6 of 2020 concerning the Stipulation of Perppu 2 of 2020 concerning the Third Amendment of Law 1 of 2015 concerning Simultaneous PILKADA.Keywords: Legal Politics, ELECTION, Covid-19 Pandemi
