David Rousseau was born in 1885 in Missouri and lived in Belle Plaine, Kansas. Unfortunately, there is very little information on David Rousseau and research is made difficult by the fact that there is another more well-known artist, David De Rousseau, from Kansas City. Rousseau created a model of a city composed of wire mesh and brightly dyed concrete suspended over a small pond in his front yard. The buildings were interconnected via a series of ramps. He died in 1963. It is unknown if anything, survives of his work although due to the obscurity of the artist and the difficulty of finding any information about either him or his work this seems unlikely.
