The paper identified reading as the ability to obtain meaning from words. Reading culture refers to habitual and regular reading of books and information materials. Strategies for developing reading culture are to introduce children to reading very early in their lives, to read for contests, and to establish libraries in their classrooms and training of the teachers who will teach the children how to read.
