The performance of the rolling plan since its inception has been one of mixed grill. The paper examines the performance of the financial sector and real sector in line with the national rolling plans vis-à-vis the yearly budget targets of the nation. It was noted that over the years, the remarkable progress made in the 1970s has been reversed sharply with rising incidence of poverty and malnutrition, alarming decline in educational standards and income distribution.
