The promulgation of the Basic Laws in 1992, marked a change in the constitutional system, called "Constitutional Revolution." However, no constitutional supremacy and no one can say that is a constitution in the formal sense. The Basic Laws can be changed by the Knesset (Israeli Parliament) where necessary in the public interest. The Israeli Supreme Court has played an important role in protecting human rights through judicial review of legislation contrary to the Basic Laws. This article try to demonstrate that these standards are an important development in the Israeli legal system, protection of civil rights, generating an evolution not a revolution over the Constitution.
